Acquisition
Alright so, collecting materials for this effort is going to be a vital and multifaceted undertaking. Among the important steps in a long term large scale research effort, a) would be systematic acquisition of important materials b) analysis and learning and c) presentation and conclusions. Dealing with material collection here we have many fronts to consider here from archaic proto-cuneiform to standards and emblems, from glyphic seal art to perhaps territorial markers and kuduru stones (though I'm unsure on that at the moment.) The point again is to research and map out all the ways that early administrations (religious or political) made their business and their prerogatives etc. known to the masses via systematized Symbolic Technology.
To begin with, I have for myself ordered a book by Holly Pittmann who provocative article has stirred my interest in many things (for a sum of that article see the Gebel el-Arak Knife thread.
