If you add up the number of workers in the text you end up with 812, so there is a difference of 46. Maybe the solution to this lies somewhere in the text...who knows... ŠU-LAGAB is to be read šu-nigin 2=total, sum There is no real way to tell if the tablet lists "workers for x" or "workers from x". i´d like to thank darkl for his help.
