The first King of the first dynasty of Kiš was Ĝušur (or jušur). The second ruler was listed as Kullassina-bel, this is a sentence in Akkadian meaning "All of them were lord". Scholars have suggested that this may have meant a lack of a king in Kiš directly following jušur. The names of the next nine kings of Kiš are all Akkadian words for various animals such as Zuqaqip "scorpion".
The twelfth king of Kiš appearing on the Sumerian king list was Etana "the shepherd, who ascended to heaven and consolidated all the foreign countries". It was Etana who made great the kingdom of Kiš. Legends involving Etana tell the story of his search for the plant of giving birth. In one version of the tale Etana, yet to have a son, prays to the sun God Utu to show him the plant of birth giving which grows in heaven. Utu tells Etana of a wounded eagle deep in a pit (following a conflict with a serpent told at the beginning of the legend). Etana travels to the pit and he feeds and cares for the wounded eagle until it heals enough to fly again. In compensation for helping it while it was hurt the eagle agrees to fly Etana up to the heavens to ask the goddess Inana for the plant of giving birth. Etana's fear of heights caused him vertigo and the first attempt to fly to the heavens was a failure. That night Etana had a dream of reaching Inana's realm. Inspired by the dream Etana tried again. Secured to the bird Etana and the eagle reached the gate of heaven. The text end without mention of whether Etana ever found the plant of giving birth however we know Etana did eventually have a son Balih who succeeded him on the throne.
The twenty-first king of Kish on the list, Enmebaragesi, who is said to have captured the weapons of Elam, is the first name confirmed by archaeological finds from his reign. He is also known through other literary references, in which he and his son, Aga of Kiš are portrayed as contemporary rivals of Dumunzid, the fisherman and Gilgamesh, both kings of Uruk. Enmebaragesi expanded the kingdom of Kiš to include many of the cities of southern Mesopotamia building what was perhaps the first empire the world had seen. He turned the Ekur, Enlil's temple in Nippur, located exactly between Kiengir (the Sumerian lands of southern Mesopotamia) and Wari (the Semitic lands of central Mesopotamia) into a national cult center and thus unified the two culturally distinct provinces under one king deriving his power from Enlil and the national assembly of gods. He built a strong kingdom that had influence throughout the near east. He went on to conquer Mari and Elam and even made far away city-states such as Qatna and Dilmun bring him tribute. Enmebaragesi's reign lasted until the city of Uruk rebelled against him. Dumuzid King of Uruk captured and executed Enmebaragesi.
Just a few years after his defeat of Enmebaragesi Dumuzid King of Uruk was succeeded by King Gilgamesh. Enmebaragesi's son Aga succeeded him as the ruler of Kiš. Aga fought with King Gilgamesh and was the final King of the first dynasty of Kiš.

The second dynasty of Kiš lasted through the reigns of eight rulers. According to the Inscriptions of King Enshagkushana of Uruk he was a contemporary of King Tuge of Kiš who Enshagkushana claimed to have defeated in battle.
